Rugby league activities started in Montenegro in 2018 when Montenegrin club South Region started to compete in Balkan Super League.

After two seasons playing in Balkan Super League on 1st July 2019 in Montenegrin city of Tivat, Montenegro Rugby League was formed and registered on 11th September 2019.

Covid-19 pandemic prevented development in 2021, but from 2021 Montenegro Rugby League has started with strong development in cities of Tivat and Bar and Montenegro Rugby League club South Region started to compete in Serbian Rugby League senior competition. In 2021 Montenegro rugby league team "Arsenal" from Tivat won 3rd place competing in the Balkan Super League with victory over Bulgarian rugby league team Locomotive from Sophia. In the same year club Arsenal participated in the Turkey Beach Rugby League tournament in Istanbul, where it qualified, after passing the hardest group, for the second and final day of the tournament.

Montenegro Rugby League become observer member of the European Rugby League since May 2021. In 2022 Montenegro Rugby League played it's first International friendly match versus Malta Rugby League in Malta.
